ORIC tenders

Tenders

Consistent with the Commonwealth Competitive Neutrality Policy, the Office of the Registrar of Indigenous Corporations (ORIC) purchases products or services designed to achieve government agreed outcomes through a commercial purchasing or tendering process rather than delivering those products or services directly. When we want an entity external to ourselves to deliver products or services on our behalf we enter into a contract for the purpose. ORIC actively encourages all prospective tenderers to apply for current tenders, and is subject to the Commonwealth Procurement Rules. Please note that information contained in the table of tenders below refers only to current or recently awarded significant tenders. Historical information is archived.

Your tender response will be checked for completeness and basic compliance. If these requirements are met, your tender response will then be assessed against the specifications and rated in accordance with the selection criteria set out in the Request for tender document.

All requests for tender issued by ORIC may be obtained from the AusTender website at www.tenders.gov.au.

ORIC panel of consultants

FaHCSIA/08/RFT632 (closed):

In June 2008 ORIC advertised a request for tender (FaHCSIA08/RFT632) for an Australia-wide register of consultants with demonstrated regulatory expertise relevant to the functions of the Registrar under the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (the CATSI Act). The areas in which the Registrar sought assistance with regulatory functions under the CATSI Act are as follows:

Regulatory panel:

  • Sub-panel A: Examinations (negotiated with Indigenous Corporations or imposed under sections 453-1 and 453-5 of the CATSI Act)
  • Sub-panel B: Special administrations (for example under section 487-1 of the CATSI Act).

Following a rigorous tender evaluation process conducted in line with the Commonwealth procurement guidelines, ORIC registered consultants on its regulatory panel in October 2008 for a term of three years with two further optional one-year periods.

A list of consultants (successful tenderers) registered to the above panel(s) can be accessed through the following link: List of successful tenderers FaHCSIA 08-632 [2 pages Word 52Kb]

Panel(s) established under FaHCSIA08/RFT632 replace Panel 2—Regulatory (examinations and administrations) established under DIMIA RFT04/57.

DIMIA RFT04/57 (closed):

In July 2005 ORIC registered consultants on panels relevant to its legislative functions, roles and responsibilities. The panels (successful tenderers RFT 04/57) were inducted in July 2005 for a term of three years with two further optional one-year periods. The consultants assist ORIC in a broad range of fields relevant to its work. The four panels are as follows:

  • Panel 1—Incorporation support
  • Panel 2—Regulatory (examinations, administrations, investigations)
  • Panel 3—Training (Accredited and Non-Accredited Training, Registered Training Organisations (RTOs), Community Agents)
  • Panel 4—Legal services

In July 2008 and as per clause 2.1 of the ‘Deeds of Standing Offer’ (DIMIA RFT04/57) ORIC exercised its first option to extend panel arrangements for an additional period of one year for the following panels:

  • Panel 1—Corporation-specific training (formerly known as Incorporation support)
  • Panel 2—Regulatory (investigations only)
  • Panel 3—Training (accredited and non-accredited training, registered training organisations (RTOs), community agents)
  • Panel 4—Legal services

ORIC did not exercise its option to extend the term of Panel 2—Regulatory (examinations and administrations) and instead sought tender submissions under FaHCSIA/08/RFT632 (see above).
